These are the rules for creating a character for the world of Rathe.

Ability Scores
One may choose to use point buy or roll for their stats. If you decide to roll and roll poorly you may not then decide to use point buy for that character. The methods are as follows:
Point Buy - You have 28 points to spend on character creation.
Ability Score - Point Cost
8 - 0
9 - 1
10 - 2
11 - 3
12 - 4
13 - 5
14 - 6
15 - 8
16 - 10
17 - 13
18 - 16
Rolling - Roll 4d6 and drop the lowest. Do this 6 times. This method tends to average at about 25.5 points, when converted to point buy. Reroll at +0 or lower, or if your highest ability score is 13 or lower.
Non-core Races
Races of level adjustment +2 or lower are allowed, and those above +2 are by DM approval only.
DM approved non-core races:
Half-Dragon Template, Medium size or smaller (LA +3)
Non-Core Classes
Only classes from the core books and Complete X series are approved. All others are by DM approval only.
